In case you didn't know, the condition of Sabah and Sarawak's infrastructure and road network aren't like the ones in Peninsular, so travelling from one place to another takes longer time. Also, due to the geographical condition and poor road surface, a lot of people here prefer four-wheel drive vehicles with strong engines to navigate the difficult terrain and it's much more suitable for a day to day commuting.
Because of these reasons, road tax price is cheaper there, which we think is fair. According to JPJ, the cheaper road tax structure (Sabah & Sarawak) is meant to compensate for any shortcomings that exist.
Meanwhile, in Labuan, cars registered with an engine capacity of 1,000cc or less pay a flat fee of RM20. If your vehicle has more than 1,000cc, you'll be paying 50% less of the road tax price in East Malaysia (Sabah / Sarawak).
The structure is somewhat the same in Langkawi and Pangkor. The same base fee of RM20 applies for vehicles with 1,000cc or less. Cars with more than 1,000cc will pay 50% less of the road tax price in West Malaysia.
Let's go through the private car calculation with the Proton Perdana mentioned at the start. When looking at the specifications of the car, we can see that the 2.4L version has 2,354cc engine. Based on the Private Cars in West Malaysia table, it falls between 2,001cc and 2,500cc. We can see it has a base rate of RM380.
To calculate the progressive rate we take the 2,354cc and minus it with the 2,001cc in the table. So everything above 2,001cc adds RM1 per cc. Get it? No? Here's the breakdown.
Total of progressive rate
= 2,354cc - 2,001cc
= 353cc x RM1 (progressive rate)
= RM353
Road tax amount
= Total of progressive rates + Base Rate
